Bob Donohue Jr., President and Founder, By Light Professional IT Services
Mr. Donohue's in-depth expertise in the Government Telecommunications Sector has been the driving force behind the growth of By Light, a Service Disabled, Veteran Owned Small Business specializing in Network Design, Integration and Implementation, IT Outsourcing, Life Cycle IT Support, Theatre Deployable Communications, Disaster Relief Support and Fiber Optic Cabling, Infrastructure and Inside/Outside Plant Construction. Joanne O'Rourke Isham is Chief Operating Officer for High Performance Technologies, Inc. a leading performance-based architecture service and advanced solutions provider for the Federal IT marketplace. Previously, she was Vice President of Strategic Development, National Security Solutions, BAE Systems, responsible for identifying strategic opportunities for new mission focus. Before BAE Systems, Ms. Isham was a career officer at the Central Intelligence Agency (CIA). She retired from the CIA in 2006 as a member of the Senior Intelligence Service. From September 2001 until her retirement she served as Deputy Director of the National Geospatial-Intelligence Agency. Ms. Isham also served as CIA's Associate deputy Director for Science and Technology, the next most senior position in the senior directorate. Ms. Isham has held several other senior management positions in the CIA and other Intelligence Community organizations. Ms. Isham has been awarded the National Intelligence Distinguished Service Medal, the National Intelligence Medal of Achievement, the CIA's Distinguished Career Intelligence Medal, the CIA's Distinguished Intelligence Medal and the Director's Award. She has also received the NGA Distinguished Intelligence Medal and the DIA Director's Award. Ms. Isham is a graduate of the University of Notre Dame and lives in Northern Virginia with her family.
Dr. Marv Langston, Langston Associates, Principal
Combining 34 years of public service and six years of private sector service, Marv brings a broad background to his customers, where he provides consulting services for leadership, enterprise architecture and engineering, project management, and organizational strategy.
In private industry, Marv has served as the COO of a small high-tech start-up, CTO of a large business practice, led large corporation IT transformation, initiated account management practices to unify customer trust relationships, and helped rebuild troubled system development programs.
In government Marv began as an Enlisted Nuclear Submarine technician in 1966 and retired as a Combat Systems Engineering Duty Officer in 1988. He then joined JHU Applied Physics Lab supporting Navy and Missile Defense. In 1994 Marv rejoined government and served as the DASN C4I, Navy's first CIO, DARPA Information Systems Director, and finally as the DoD Deputy CIO, where he successfully initiated the GIG, started the PKI CAC card, and led the Defense Department through the Y2K transformation. In these positions, he spearheaded the measured reform necessary to enhance both mission and business processes and earned the Government Computer Week magazine Executive of the Year award in 1999.
Marv's technical background began as a Navy technician maintaining nuclear power, communication, radar, and data systems. His education includes BSEE (Electronic Engineering) Purdue, 1973; MSEE (Electronic Engineering) Naval Post Graduate School, 1978; Program Management Course DSMC, 1981; MPA (Public Administration) USC, 1993; and DPA (Public Administration) USC 1994.

Mr. Raggio also served as the Deputy Legislative Assistant to the Chairman of the Joint Chiefs of Staff with legislative activities dealing with the United States Senate and the Joint Staff, to include all nominations before the Senate Armed Services Committee for Commanders and Chiefs of the Unified Commands. He graduated from Santa Clara University with a Bachelor of Science and Commerce Degree in Finance, and Syracuse University with a Master of Science Degree in Business Administration.
Melissa M. Richardson, Vice President, Strategic Markets Electronics & Integrated Solutions, Network Systems
As Vice President of Strategic Markets for the Network Systems business for the Electronics & Integrated Solutions (E&IS) Operating Group of BAE Systems, Ms. Richardson is responsible for identifying new market space and crafting the strategies and partnerships to enter and grow in these markets with a focus on Analytic Tradecraft. E&IS, is a major defense electronics business with 18,000 employees at more than 40 primary locations in the U.S. and overseas. The E&IS group designs, develops, and manufactures a wide range of electronic systems and subsystems for military and commercial applications. E&IS offers products and integration services including electronic warfare and self-protection systems; surveillance and intelligence systems; platform systems; sensor and precision targeting systems; communication, navigation, identification, and reconnaissance systems; large-scale enterprise solutions and information management systems in support of the defense and intelligence communities; mission-specific software and geospatial exploitation products; advanced information technology; and rapid C4ISR prototyping, among others. She received a bachelor's degree in mechanical engineering from The Ohio State University.

Mr. Naqvi has been a Director of Global Government with Computer Associates (CA) since 1992 in numerous sales and management positions including Divisional Vice-President and Regional Vice-President with responsibility for Civilian Agency and Department of Defense accounts. CA is one of the world's largest information technology (IT) management software companies, and the leader for transforming IT management across the enterprise serving customers in more than 140 countries. He has also served as the National Sales Manager and a member of the Executive Committee reporting to the CEO for Horizon Financial Software Corporation. Mr. Naqvi has also held positions in software sales and management with The Service Bureau Company, a division of Control Data (divested from IBM), DSA Data Systems and Cincom Systems ( a pioneer in the development of DBMS technology ). Mr. Naqvi holds a Bachelor of Science degree and a Masters in Business Administration with a concentration in Finance, Marketing and International Business from the University of Maryland.
